  16. <p>     During the campaign, Bill Clinton has changed his position
  17. on some issues and hedged his statements to appeal to the mood
  18. and constituency of the moment. Examples of Clinton's
  19. revisionism:
  20. </p>
  21. <p>THE PERSIAN GULF WAR
  22. </p>
  23. <p>     On the One Hand: Two days before U.S.-led coalition forces
  24. attacked Iraq, Clinton asked whether "we should give sanctions
  25. more time"...On the Other Hand: At the same time, Clinton
  26. declared, "I personally don't think it would have been a good
  27. thing for Congress to go on record, in essence, watering down
  28. and weakening the full impact of the U.N. resolution" that
  29. authorized use of force against Iraq.

  31. <p>MILITARY SPENDING
  32. </p>
  33. <p>     On the One Hand: Last December, Clinton said, "With the
  34. dwindling Soviet threat, we can cut defense spending by over a
  35. third by 1997," in part by canceling production of unnecessary
  36. weapons systems...On the Other Hand: On the eve of the
  37. Connecticut primary, Clinton reminded voters that he supports
  38. the construction of the $2 billion Seawolf nuclear submarine,
  39. which happens to be built in Groton, Conn. Bush's budget deleted
  40. the sub as too costly and unnecessary.

  42. <p>ABORTION
  43. </p>
  44. <p>     On the One Hand: Clinton says he opposes any laws
  45. requiring teens to get parental consent before seeking an
  46. abortion...On the Other Hand: In 1989 Clinton signed a state
  47. law requiring minors to notify one parent before getting an
  48. abortion. The law has a provision allowing a teen to petition
  49. a court to decide whether she is capable of making a decision
  50. on her abortion without parental advice.

  52. <p>LABOR UNIONS
  53. </p>
  54. <p>     On the One Hand: Clinton flew to Peoria, Ill., last week
  55. to have his picture taken with striking members of the United
  56. Auto Workers at the Caterpillar plant. "It's not good business
  57. to replace workers," Clinton told them. "They have a right to
  58. strike, and they shouldn't lose their jobs doing it"...On the
  59. Other Hand: Last month he praised rank-and-file U.A.W. workers
  60. at the General Motors plant in Arlington, Texas, for going
  61. "against the leadership of their own union" to accept flexible
  62. new work rules that persuaded GM to keep the factory open.
  63. Clinton implied it was the U.A.W. leadership's stubbornness in
  64. not changing work rules at GM's Ypsilanti, Mich., plant that was
  65. to blame for GM's shutting it. Clinton reversed himself a few
  66. days before the Michigan primary, saying, "I'm not sure I had
  67. all the facts."
